So no, there is still definitely a bug with Windows 7 that needs fixing. That it does so is clearly a bug. Creating a new user account could be your last resort. Clearly something isn't working right and I have no idea how it happened. numbers (3), (4) and (5) don't ever get colored , no matter which of remaining 8 buttons I press on Logitech MX1100 ! It is incredibly bizarre. The reason I noticed is because with Chrome browser I couldn't press the small X on the downloads bar to make it disappear from the bottom of the screen.
What risks would I be taking? Adjusting the settings on the monitor itself such as "auto detect" "H position" and "V position". i.e. Can't Click On Part Of Screen Under the Other Users section, select the option that reads Add someone else to this PC.

There are utilities that will give all processes a taskbar presence (sorta unhide).
