This is not the default in any version of VS that I've seen. This way you can establish a single ToolTip with a single set of properties (hovertime, reshow delay, popuptime, etc... In this case, you will be responsible for initializing the Tooltips yourself. Then again, the only embedded tooltip popup I've ever seen actually work well is the one in ListViewItems; that's the one where when you hover over a ListViewItem in a ListView
